Den omhandler ikke specifikt ub\u00e5de, is\u00e6r ikke milit\u00e6re ub\u00e5de, da disse ligger uden for (eller snarere under) dens anvendelsesomr\u00e5de og generelt er underlagt forskellige regler og bestemmelser, der er fastsat af de enkelte landes milit\u00e6r- eller fl\u00e5demyndigheder.<\/p><p>Civile ub\u00e5de, f.eks. dem, der bruges til forskning eller turisme, er typisk underlagt regler og bestemmelser, der er fastsat af de enkelte lande, og falder m\u00e5ske ikke direkte ind under SOLAS. Selvom dette design var innovativt, udsatte det Titan for \u00f8gede trykbelastninger og stress, hvilket f\u00f8rte til et katastrofalt svigt.<\/p><p>Titan havde gennemg\u00e5et omkring to dusin dyk og blev gentagne gange udsat for betydelig undervandsstress. Kulfiberkonstruktionen, der oprindeligt blev hyldet for sin effektivitet og modstandsdygtighed, ser ud til ikke at have kunnet modst\u00e5 dybhavets ubarmhjertige tryk.<\/p><p>Det rejser kritiske sp\u00f8rgsm\u00e5l om de minimale sikkerhedsstandarder, der er p\u00e5 plads. Overraskende nok var Titan angiveligt ikke certificeret, i hvert fald ikke af nogen traditionelle inspektionsbureauer som American Bureau of Shipping (ABS), DNV\/GL eller Lloyd's Register. I 2019 havde OceanGates CEO, Stockton Rush, som p\u00e5 tragisk vis mistede livet i katastrofen, erkl\u00e6ret, at virksomheden ikke ville tillade, at skibet blev kontrolleret af s\u00e5danne eksterne enheder. Kort sagt, fordi det var muligt. Reglerne for undervandsfart\u00f8jer som Titan er betydeligt mindre strenge, is\u00e6r n\u00e5r de opererer i internationalt farvand, if\u00f8lge Salvatore Mercogliano, der er lektor i maritim historie ved Campbell University i North Carolina.<\/p><p>Mercogliano forklarede, at Titan, som blev s\u00f8sat fra et canadisk skib i Nordatlanten n\u00e6r Titanics vrag, ikke beh\u00f8vede at overholde de regler, der typisk g\u00e6lder for andre skibe.
